GOAL: To provide a secure environment for juveniles, staff, and the public. 2A. - PERFORMANCE-BASED STANDARD: SECURITY PRACTICES AND EQUIPMENT The facility uses a combination of supervision, inspection, accountability, and clearly defined policies and procedures in the use of security practices and equipment to promote safe and orderly operations. There are written plans that specify the procedures to be followed in situa tions that threaten institutional security Such situations include but are not limited to riots, hunger strikes, disturbances, taking of hostages, and natural or man-made disasters These plans are made available to all applicable per sonnel and are reviewed annually and updated, as needed Comment : The manual contains information on physical plant inspection, juve nile counts, chemical agent control, contraband, key control, tool and equipment control, and emergency procedures. The plans should designate the personnel who are to implement the procedures; when and which authorities and media should be notified; how the problem should be contained; and the procedures to be followed after the incident is quelled. Protocols : Written policies and procedures; manuals are readily accessible to key managers and the security control center. Process Indicators : Manual; staff distribution list and verification that staff have reviewed the manual and are aware of the manual’s location in the facility (in other words, a sign-off log); annual review.
