7C. - PERFORMANCE-BASED STANDARD: PERSONNEL SELECTION, RETENTION, AND PROMOTION Staff, contractors, and volunteers demonstrate competency in their assigned duties. EXPECTED PRACTICES Staff Selection 5-JCF-7C-01 (Ref 4-JCF-6C-01) All personnel are selected, retained, and promoted on the basis of merit and specified qualifications from within the facility and from outside sources. Comment : All hiring policies and employment qualifications should be examined with the assistance of equal employment specialists from outside the facility to en sure the personnel system is open and fair with no artificial barriers to employment. Qualifications should be demonstrably related to the skills needed to perform the work. Anyone with the required education, experience, and background should be eligible for consideration for a position at the level for which he/she is qualified. Provisions for lateral entry enable the facility to obtain the best-qualified persons for positions even though the past practice may emphasize promotion from within.

When deficiencies exist regarding the employment of minority groups and women, the institu tion can document the implementation of an affirmative action program that is approved by the appropriate government agency and can document annual reviews and the changes needed to keep the program current Comment : None.
