Comment : When money is available from donations, commissary/canteen profits, or other sources, a fund should be established for the benefit of the juveniles. The responsibility for administering such a fund should be fixed, and specific guide lines and controls should be established for collecting, safeguarding, and spending these monies. Protocols : Written policy and procedure; bank records; account documents. Process Indicators : Accounting records for interest earned and deposit records for them. When a juvenile’s account balance meets the local financial institution’s min imum account requirements, the money is transferred to a personal account and the juvenile accrues interest earned Comment : The policy and procedures of local financial institutions may set limits on savings account balances that prohibit individual accounts for all juveniles. Those juveniles who receive special benefit payments or who accrue money earned on a job and become eligible for an account are given an opportunity to open an individual account. Protocols : Written policy and procedure. Process Indicators : Individual juvenile bank statements. The facility administrator must approve any permitted financial transactions among juveniles, between juveniles and staff, or between juveniles and volun teers Comment : Uncontrolled financial transactions among juveniles, and between juve niles and staff or volunteers, can foster illegal activities. Protocols : Written policy and procedure; juvenile handbook; rules and regulations. Process Indicators : Approval documentation. Employees are reimbursed for all approved expenses incurred in the perfor mance of their duties Comment : Funds should be available for approved reimbursements. Protocols : Written policy and procedure; reimbursement procedures. Process Indicators : Reimbursement-request records; reimbursement vouchers.
