There is an established system of two-way communication between all levels of staff and juveniles

Process Indicators : Documentation of communication; juvenile records; staff and juvenile interviews.

Goals and Objectives 5-JCF-7A-15 (Ref 4-JCF-6A-14)

On an annual basis, the facility administrator, with input from staff, formu lates and reviews goals for the facility and translates them into measurable objectives These are made available to staff, volunteers, and the public Comment : Goals facilitate decision making, especially in an atmosphere of change. Measurable objectives facilitate the process of program review, monitoring, and evaluation. A governmental agency has an obligation to provide the public with its operational goals and objectives.

Protocols : Written policy and procedure; facility goals and objectives.

Process Indicators : Performance-measure outcomes; quarterly and annual reports; business plan.

Monitoring and Assessment

An Annual Report shall be submitted to the Performance Based Standards & Expected Practices Accreditation Department This report is due on the anniversary of the audit date Where applicable, the agency must submit a completed Significant Incident Summary and Outcome Measures Worksheet with the required Annual Report

Policies and Procedures 5-JCF-7A-17 (Ref 4-JCF-6A-15)

Employees participate in the formulation of policies, procedures, and pro grams for operating and maintaining the facility, its satellites, and operations 1 New or revised policies and procedures are disseminated to designate staff and volunteers and, when appropriate, to juveniles and their parent(s) or guardian prior to implementation 2 Policies and procedures are accessible by all employees through manuals or an electronic format 3 Policies and procedures are reviewed at least annually and updated, as needed
