The qualifications, authority, and responsibilities of the facility administrator and other appointed personnel are specified in writing by statute or in posi tion descriptions of the parent agency Comment : Establishing high qualifications ensures that only experienced individ uals are recruited and employed.

Implementation of Policy 5-JCF-7A-08 (Ref 4-JCF-6A-08)

The facility administrator implements the policies of the governing authority

Comment : Because the administrator is responsible for the management of the facility, implementing the governing authority’s approved policies and procedures is a significant job responsibility. Protocols : Written policies and procedures approved by the governing authority; organizational chart; policy and procedure manuals. Process Indicators : Policy and procedure training documentation; staff acknowl edgement of policy and procedure training/receipt. A system is established to monitor space requirements, operations, programs, and established measurable goals and objectives through inspections and re views The review and assessment process is reviewed at least annually and updated, as needed Comment : Timely and periodic assessment can reveal how well a facility’s oper ations and programs are complying with policy and procedure. This internal ad ministrative audit should be separate from any external or continuous inspection conducted by other agencies.
