Temporary Release 5-JCF-6I-03 (Ref 4-JCF-5I-03)

Temporary release programs include but are not limited to the following: 1 Written operational procedures 2 Screening and selection criteria 3 Goals and objectives for planned activities 4 Written rules of juvenile conduct and sanctions for misbehavior 5 Supervision to encourage positive behavior Comment : Benefits to the juvenile must be weighed against community safety with appropriate measures being taken to support both sides. Adequate staffing and funds are critical to support the detailed program plan. Expectations for be havior should be clear to all participants. Sanctions can range from a reprimand to removal from a program. All participants should be given a written copy of the expectations, goals, rules, and sanctions. Protocols : Written policy and procedure. Process Indicators : Program manual; juvenile application for participation; screen ing tool; program evaluation; letters of support. Where statutes permit, juveniles should be afforded opportunities for gradu ated release and participation in employment and education programs Comment : Supervision should be decreased systematically, and the juvenile’s progress should be evaluated on the basis of specific behavioral objectives rather than on sentence, time served, or subjective judgments regarding attitude. Work or school release permits the juvenile to leave the facility during the day to engage in employment or in an acceptable educational or training program in the community. Protocols : Written policy and procedure. Process Indicators : Case notes; program description; juvenile interviews. Where statutes permit, juveniles are afforded opportunities for escorted and unescorted day leaves into the community Comment : There should be provision to escort juveniles into the community to visit ill family members or attend funerals, and to participate in community affairs and/or events that would have a positive influence on the juvenile. Day leaves may be extended for a variety of reasons related to the juvenile’s planned return to the community and consistent with public safety. Protocols : Written policy and procedure. Process Indicators : Transportation logs; juvenile interviews.
