There is a systematic approach to determining the library service needs of the population. The principles, purposes, and criteria are defined for use in the selection and maintenance of library materials Comment : Library materials should be relevant to the needs and interests of the juvenile population. They should reflect the different reading levels, languages, special interests, and ethnicities of the juveniles.

Protocols : Written policy and procedure.

Process Indicators : Written criteria for selecting and maintaining materials and documented evidence that processes are being followed; observations; completed needs assessments; purchase order documents; descriptions of library materials in relation to the population’s needs.
