6E. - PERFORMANCE-BASED STANDARD: LIBRARY SERVICES Juveniles will be provided with access to a library, which contains age-appro priate resources for leisure and educational use. EXPECTED PRACTICES

The facility administrator has available a qualified person who coordinates and supervises library services Comment : The position may be full-time or part-time and may be filled by vol unteer or contract personnel. If the person is not a trained librarian, he/she should receive training in library services.

Library Services 5-JCF-6E-02 (Ref 4-JCF-5E-02)
Library services are provided and available to all juveniles and provide for, at a minimum, the following: 1 Planned and continuous acquisition of materials to meet the needs of users 2 Logical organization of materials for convenient use 3 Circulation of materials to satisfy the needs of users 4 Information services to locate facts, as needed 5 A reader’s advisory service that helps provide users suitable materials 6 Materials that promote use of library resources 7 A congenial library atmosphere, functional in design and inviting in ap pearance Comment : Library services may be provided in the facility to include reading materials for nonlibrary hours. Young people should be encouraged to check out books and other library materials. In addition, efforts should be made to become part of a local library system. This standard follows the guidelines developed by the American Correctional Association/American Library Association Joint Com mittee on Institution Libraries.

Process Indicators : Library schedules; review of processes used for acquiring ma terials including needs assessments conducted with juveniles, staff, and educators; circulation records; interviews with staff and juveniles; observations.
