credits, certificates, and diplomas are accepted by employers and transferable to schools and colleges after release. All teachers, supervisors, and administrators should be certified and receive additional training to meet the special needs of juveniles. Policies should also provide for emergency or temporary certification to facilitate hiring qualified personnel who lack complete or current certification. Recognition, certification, or licensing by the authority having jurisdiction legit imizes the correctional education program and allows the opportunity for self- evaluation and outside evaluation; it also facilitates obtaining funding from state, federal, and private sources. Protocols : Written policy and procedure; state department of education accredita tion/licensing requirements. Process Indicators : State department of education certification; copies of teachers’ license(s), certifications, and/or approved waivers of same; copies of transcripts sent to public schools and post-secondary educational programs. The educational program allows for flexible scheduling that permits juveniles to enter at any time and to proceed at their own learning pace Comment : Juveniles vary greatly in learning ability, interest level, and motivation. The educational program should be structured so a juvenile can enter at any time and proceed through the various grades at a comfortable pace. Individualized in struction is essential. Programmed instruction, teaching machines, and educational television may be used in addition to traditional teaching methods. Protocols : Educational curriculum; lesson plans; individual juvenile educational plans; juvenile educational records; grade-level assessment tools. Process Indicators : Copies of daily lesson plans for individual juveniles; copies of completed tools and associated juvenile education plans. The educational program coordinates with other institutional services to pro vide instruction in functional social skills Comment : Social skills include consumer activities; life skills; and parenting/fami ly life skills. Courses should be coordinated with social services, leisure activities, and religious programs, as well as with a comprehensive social skills development program.
