School Attendance 5-JCF-6D-03 (Ref 4-JCF-5D-03)

Comprehensive education programs consistent with mandatory school atten dance requirements are available to all eligible juveniles at a time when the majority can take advantage of the program Comment : The educational program should not have to compete with work assign ments, visitation, counseling, and/or other work programs. Barriers to attendance should be limited. Protocols : Written policy and procedure; educational statutes; school and other program-activity schedules. Process Indicators : Juvenile education records and individual schedules; juvenile records indicating participation in other programs; interviews with teachers and students. Provisions are made for a system of academic and vocational counseling as well as initial screening, assessment, and evaluation to determine each juve nile’s educational needs Comment : There should be a systematic procedure for screening, assessment, and evaluation at intake that includes standardized testing so each juvenile can be placed in appropriate educational programs. Staff should be qualified to interpret tests and decide when additional testing is needed. Protocols : Written policy and procedure; assessment and screening tools. Process Indicators : Completed assessments and interpretive reports; recommen dation verification in educational assignments, recommended educational or vo cational track and assessment as being followed. Copies of additional tests, when indicated in initial assessment. The educational and vocational programs develop basic literacy and job skills Juveniles who have not attained basic literacy skills are required to attend remedial education classes on a daily basis during regular school days Comment : Without basic literacy and job skills, juveniles will have little chance of accessing educational and employment opportunities on discharge from the facil ity. The educational program should set minimum-literacy levels that conform to those established by applicable state or local educational agencies. Protocols : Literacy curriculum; literacy-assessment-measurement tools. Process Indicators : Copies of assessment results; class lists for literacy classes; juvenile records; observations; interviews.
