6D. - PERFORMANCE-BASED STANDARD: EDUCATION Juveniles have access to competency-based educational and vocational pro grams leading to a successful return to the community. EXPECTED PRACTICES Comprehensive Education and Vocational Program 5-JCF-6D-01 (Ref 4-JCF-5D-01) The comprehensive year-round educational and vocational program is con sistent with the needs of the juvenile population Juveniles receive academic credit for education that can be transferred to schools in the community and diplomas are awarded by the state or local boards of education
Comment : The facility should provide juveniles, regardless of the length of their sentences, with a broad educational program that is suited to their needs and abili ties and includes but is not limited to the following: developmental education; re medial education; special education; multicultural education; bilingual education, when indicated; and tutorial services, as needed. Protocols : Written policy and procedure; educational curriculum; academic credit formulas; diploma requirements. Process Indicators : Copy of curriculum approval from governing education au thority; copies of student academic reports sent to public schools; copies of diplo mas earned by juveniles. There is a written, standardized, competency-based curriculum supported by appropriate materials and classroom resources Comment : Standardization of curriculum assists in the monitoring of student prog ress from class to class or between facilities. Emphasis should be on individual student progress as measured by observable or assessable instructional objectives. Programmed instruction, teaching machines, and educational television may be used in addition to traditional teaching methods. Protocols : Educational curriculum; materials and classroom resource lists; student progress reports; program goals and objectives. Process Indicators : Observations of classroom activities and interviews with in structors; copies of assessments; copies of student records.
