Single-Room Assignment 5-JCF-6B-03 (Ref 4-JCF-5B-03)
Single-occupancy rooms shall be available, when indicated, for the following: 1 Juveniles with severe medical disabilities 2 Juveniles suffering from serious mental illness 3 Sexual predators 4 Juveniles likely to be exploited or victimized by others 5 Juveniles who have other special needs for single housing Comment : While standards permit the housing of juveniles in multiple rooms, there is a need for single rooms for the juvenile groups listed above. The caveat “when indicated” refers to determinations made by the classification system, med ical diagnosis, or other professional conclusion. Protocols : Written policy and procedure. Process Indicators : Room assignments; observations; juvenile and staff interviews. When juveniles are transferred to a more secure facility, they must be pro vided a plan that specifies the objectives of the plan, details the methods for achieving the objectives, provides procedural safeguards, and provides a monitoring and evaluation mechanism The plan is reviewed at least annually and updated if necessary Comment : The facility should develop and implement a written plan for transfer ring juveniles from minimum to maximum-security facilities to prevent arbitrary transfer and to avoid the necessity of judicial intervention. Some juveniles require more individualized programs in a controlled situation. It is important in these pro cesses that due-process safeguards are provided for the juvenile offender. Protocols : Review of policy and procedures. Process Indicators : Review of juvenile offender cases transferred to secure facili ties; review of plan for transfers; review of annual review. Juveniles with disabilities are provided with the following: 1 Housing that provides for their safety and security 2 Rooms or housing units designed for their use that provide for integration with other juveniles 3. Programs and services that are modified and/or specifically accessible to them 4 Staff members who are appropriately trained to assist juveniles who can not otherwise perform basic life functions 5 Education, equipment, facilities, and the support necessary to perform self-care and personal hygiene in a reasonably private environment
