Written policy, procedure, and practice provide for regular meetings between the warden/superintendent and all department heads and between depart- ment heads and their key staff members. Such meetings are to be conducted at least monthly.

Comment : Regular channels of communication are necessary for delegating au- thority, assigning responsibility, supervising work, and coordinating efforts.
