1G. - PERFORMANCE STANDARD: CITIZEN INVOLVEMENT AND VOLUNTEERS The facility is a responsible member of the community, supporting citizen involvement and volunteer initiatives as well as other commu- nity interaction. OUTCOME MEASURES: (1) The total number of hours of volunteer service delivered by members of the community in the past 12 months divided by the average daily population in the past 12 months. (2) The total number of hours of community service work delivered by offenders in the past 12 months divided by 12. Program Coordination

Written policy and procedure specify who is responsible for operating a citi- zen involvement and volunteer service program, and his or her lines of author- ity, responsibility, and accountability. Comment : Written policy should provide direction for the program, listing the goals and objectives, types of services offered, population served, and so forth. Clear lines of accountability and authority should be established and communi- cated to staff and volunteers. Any volunteer activity that is shown to threaten the institution’s order and security or the safety of a volunteer should be limited or discontinued until the problem is resolved.

Screening and Selection 5-ACI-1G-02 (Ref. 4-4116)

The screening and selection of volunteers allows for recruitment from all cul- tural and socioeconomic parts of the community.

Comment : Efforts should be made to recruit volunteers from all segments of soci- ety. Volunteers should be selected on the basis of a uniform screening process that is consistent with security concerns.
