Marc Richman (DE) Retired Delaware Department of Correction

A licensed and practicing psychologist for more than 30 years, Marc Richman held executive leadership positions throughout the state of Delaware before retiring after 27 years of state service. He began his career in the child mental health division, spending his last five years as the division deputy director. Richman served on the adult side of the behavioral health system as an assistant director of community mental health and substance abuse services. He was appointed bureau chief of healthcare services for the Delaware Department of Correction and administered all the medical, behavioral health, and pharmacy contracts for the statewide prison system. He led the bureau and department through several class action lawsuits to improve healthcare, resulting in a reduction in restrictive housing for the seriously mentally ill, as well as significantly increasing services for this vulnerable population. He earned a doctorate in clinical and school psychology and a master’s degree in psychology, both from Hofstra University, and a bachelor’s degree in psychology from Gettys - burg College. Since 1990, Randy Shively, Ph.D. has worked for Alvis, an agency specializing in community corrections and developmentally disabled individuals with challenging behaviors. He has worked in the capacity as a psychologist and an administrator. Shively has a private practice where he serves individuals with developmental disabilities, mental health, substance abuse and sex offending issues. He currently is licensed in Ohio as an independent chemical dependency counselor and a psycholo - gist. He received a masters and Ph.D. in psychology from Ohio State University. Shively is currently the director of Research and Clinical Development. He is actively involved in publishing articles for the Journal of Community Cor - rections, Corrections Today and other ACA publications and corrections journals. He also presents workshops at the local, national and international levels. Shively was awarded the 2016 Peter Lejins Research Award by the American Correctional Association. Carla F. Joseph (TN) Chief of Security Davidson County Sheriff’s Office

Since 1998, Carla F. Joseph has worked for the Davidson County Sheriff’s Office moving through the ranks holding several positions. She continued to enhance her professional development by attending Sam Houston University Correctional Management Institute Warden’s Peer Interaction Program, the National Institute of Corrections Correctional Executive Excellence Program, became a Certified Jail Manager, and earned a certification in Correctional Behavioral Health. In 2017, she was selected to join the Transition Team that would be responsible for facilitating and coordinating the significant task of moving into the 756-bed Downtown Detention Center when it opened in 2020. Her 22 years of experience with the criminal justice system, operational budgets, overseeing multiple departments, developing sound practices and proce - dures lead her to become the Chief of Security at this state-of-the-art correctional facility.
