Viola Riggin (KS) Chief Executive Officer VitalCore Health Strategies, LLC
Viola Riggin, BHSA, CHSA, CCE, is founder and partner of VitalCore Health Strategies, LLC and serves as chief executive officer. From 2002 to 2018, Riggin served as the executive director of Health Care Services for the University of Kansas Medical Center in its oversight role for the Kansas Department of Corrections’ health care contract. She began her corrections career in classification and records in 1984 and moved to health care management by 1989. Since 1992, Riggin has worked in health care management at the state and national level for several health care companies that have provided health care services to incarcerated populations. Riggin is a current member of ACA’s Board of Governors, Constitution and Bylaws, Policies and Resolutions, and Standards committees. She has received many awards during her years of service, most notably the 2006 National Council of State Governments Innovations Award, the 2006 Kansas Public Health As - sociation Corporate Public Health Services Award and the 2006 KDOC Contract Employee of the Year. In 2013, Riggin received the Prestigious National Health Authority Leadership Award. Julie Tennant-Caine has served as a deputy administrator with the Prison Division of the WDOC since October 2011. In that role, she oversees the medical and mental health contract, education pro - grams, housing and classification, treatment, reentry, caseworker training, and religious programming in all five facilities. Prior to joining the department, Tennant-Caine served eight years as the state director for the Division of Victim Services in the Office of the Attorney General. She also served as director of Community Corrections, the victim services provider for the Laramie County District Attorney, a juvenile probation officer, as well as over 15 years as a deputy sheriff and city police officer. Tennant-Caine holds bachelor and master’s degrees from the University of Wyoming and provides training to WDOC staff in Incident Command Systems for Corrections and Restrictive Housing. She has completed both the Executive Excellence and Executive Excellence for Women courses through the National Institute of Corrections and most recently graduate from Leadership Wyoming, a year-long leadership training course with rigorous acceptance, participation and completion standards.
