Randi Carter (UT) Training Supervisor Utah Department of Correction/Adult Probation and Parole
Randi Carter began her career with the Utah Department of Corrections in 2004. She has experi - ence working at the Utah State Prison and Community Correctional Center as a correctional officer. She was promoted to agent in 2006 and became Law Enforcement certified. Carter has supervised many different caseloads such as sex offenders, drug offenders, gang members, and trauma/domes - tic violence offenders. In 2015, Carter was promoted to supervisor and led a probation team. A year later, she supervised a parole team, the evidence custodian and task force officers. Carter currently supervises the Field Training Program. She has a bachelor’s degree from the University of Utah in human development and family consumer studies and is a certified life educator. Carter is currently Instructor Development certified and is a Level of Service/ Risk, Need, Responsivity instructor. She has chaired the senior agent recruitment the last couple of years and is the Northern Wellness Council leader for the Department. Carter helped develop and organize a Women’s Symposium Con - ference for the state and has served as a committee member the last two years with the ACA in the Probation and Parole division. Jill Gillian has worked for CoreCivic since 1999, including seven years in health services as coordinator, and 14 years in the Reentry Services Department as Coordinator; Support Services Specialist; and Manager, Program Development, CoreServices Division, Nashville, Tennessee. In her role as manager, Gillian actively participates in the development of programs and policies for her company. Highly motivated and creative, Gillian shares with her company a broad vision for reentry, including the development of a continuum of care process from classification through post-release, and is constantly looking for ideas to make the process better. Gillian studied psychology at Truman State University in Kirksville, Mo., and received a Bachelor of Science in business management from the University of Phoenix. She has been a member of ACA since 2007 and currently serves on ACA’s Board of Governors for Parole Aftercare or Post-Release Supervision and the Delegate Assembly.
