Brooke Wheeler (NC) Superintendent for Prison Education Services NC Department of Adult Correction

Dr. Brooke Wheeler served as a school administrator at two adult prisons; prior to that, she was a teacher and school administrator in public elementary, middle, and high schools, as well as in Juvenile Justice. Wheeler is the current Superintendent for Prison Education Services with the NC Department of Adult Correction, where she supervises and manages education program ming in 54 correctional institutions. Dr. Wheeler received her bachelor’s degree in Education from UNC-Chapel Hill and her master’s degree in School Administration from NC State University. She went on to earn her Education Specialist and Doctoral degrees in Education Leadership through Liberty University. She served as the Secretary for the NC Chapter of the American Correctional Association 2017-2023 and has worked on various com mittees in NCCA.

Joe Ann Anderson (TX) Administrative Assistant in the TDCJ-Health Services Division Office of Health Services Administration

Joe Ann Anderson has worked for the Texas Department of Criminal Justice Health Services Di vision in an administrative position since 2011. Anderson received her Bachelor of Science degree in Home Economics and Sociology from Sam Houston State University, in Huntsville, Texas. Ander son is currently serving on the ACA Dual Membership Chapter Committee and is also a member of the Texas Corrections Association (TCA), Women in Corrections, and has served as a member of the Professional Registry Committee.

Marcus Fielden (TN) CDF Administrator Davidson County Sheriff’s Office

Marcus Fielden after working for the Tennessee Department of Corrections, Fielden began his career with the Davidson County Sheriff’s Office in August 2011 as a Correctional Officer at the Correctional Development Center -Male. Less than a year later, he was promoted to Corporal at the Criminal Justice Center and, in 2014, he transferred to the Armed Services Division where he served as a Corporal for three years. In 2017, Fielden was promoted to Booking Sergeant and

then a year later promoted to Lieutenant. Prior to his selection as CDF Administrator, he served as a Captain at the Downtown Detention Center. Fielden is an American Jail Association Certified Correctional Officer and Certified Cor rectional Supervisor, a graduate of the National Jail Leadership Command Academy, Crisis Intervention Team (CIT) certified as well as a CIT Site Coordinator. Additionally, he is an American Correctional Association Liaison, facilitat ing and conducting certification testing for DCSO employees.
