The Effects and Economic Returns of Prison Education Room 201-B The presentation examines the impact of prison education on reducing recidivism, enhancing post-release employment and increasing wages, based on a comprehensive meta-analysis. Highlighting various forms of education, including adult basic, vocational and college, we find significant positive outcomes and economic returns on educational investments in correctional settings. Vocational education shows the highest return, emphasizing the dual benefits of mitigating recidivism and fostering economic independence among ex-offenders. This research underscores the vital role of educational programs in reforming corrections, promoting rehabilitation over retribution and advancing the professional development of individuals within the correctional system. Commissioner Randall Liberty and Mark McBrine to chronicle the stories of a few residents and explore their experiences while incarcerated. The film focuses on how residents thrive by participating in various apprenticeship programs, what skills they learn in the agriculture program and how that translates to the resident community as well as release. This film will also showcase how impactful the experience has been and with a follow up with residents that have been released while the film was being made. After the screening, Leslie Soble, Senior Program Manager for the Food in Prison Project with Impact Justice will moderate a panel of Commissioner Randall Liberty, Mark McBrine, Food Service Manager of Mountainview, Charleston and Down East Corrections and Krista Okerholm, Director of Culinary and Food Sustainability for the Maine Department of Corrections will speak of their experiences with the film and the incredible transformative journey with the Farm to Tray movement in Maine. HEALTH CARE SPECIAL SESSION AND LUNCHEON Expanding Methadone in Correctional Facilities with Dr. Rahul Gupta THURSDAY, AUG. 15 TH AT 12–1:30 P.M., IN DAVIDSON BALLROOM A, MUSIC CITY CENTER MD, MPH, MBA, FACP Director of National Drug Control Policy and Leader of the Office of National Drug Control Policy DR. RAHUL GUPTA D r. Rahul Gupta is the first medical doctor to serve as the Director of National Drug Control Policy and lead the Office of National Drug Control Policy (ONDCP). A board-certified internist, Dr. Gupta has been a practicing primary care physician for more than 25 years and has served in private practice and public service. He has served as the West Virginia Health Commissioner under two governors. As the state’s Chief Health Officer, he led the opioid crisis response and launched a num ber of public health initiatives, including the Neonatal Abstinence Syndrome Birthscore program to identify high-risk infants, and the Social Autopsy, which examined the lives of overdose victims to determine the factors that led to their deaths and what services could have prevented their deaths. This led the state to expand access to naloxone as well as treatment services including those for incarcerated individuals in order to save lives and help people transition back into society. He supported the expansion of harm reduction programs to more than a dozen sites across the state. He was also instrumental in expanding state-of the-art, comprehensive and integrative medical and behavioral health programs for pregnant and post partum women. His lifelong commitment to education has led him to hold academic appointments including as a clinical professor in the Department of Medicine at Georgetown University School of Medicine and as visiting fac ulty at the Harvard University T.H. Chan School of Public Health. Additionally, he joined the March of Dimes as Chief Medical and Health Officer and Senior Vice President. Dr. Gupta has been recognized for his work by the American Medical Association, the American Public Health Association, and by Gov erning Magazine, which named him their Public Health Official of the Year in 2018. The son of an Indian diplomat, Rahul was born in India and grew up in the suburbs of Washington, D.C. At age 21, he completed medical school at the University of Delhi followed by subspecialty training in pulmonary medicine. He earned a master’s degree in public health from the University of Alabama-Birmingham and a global master’s of business administration degree from the London School of Business and Finance. Session Overview and Objectives Director Gupta’s remarks will address “The Importance of Providing Medication For Opioid Use Disorder in Carceral Settings to Addressing the Opioid Crisis” • Describe the state of the opioid crisis and substance use disorder in the United States. • Understand the key drivers of the opioid crisis. • Discuss the new era of drug policy and current policy implementation priorities for the United States including providing medication for Opioid Use Disorders in carceral settings.
