I am so honored to welcome you to Philadelphia, Pennsylvania for the 153 rd Congress of Correction.

Philadelphia is a city rich with history, the arts and cuisine. I look forward to spending time with the corrections community who are gathering from all across this great land and from the far corners of the globe to discuss, debate and map out the future of our profession. We have assembled an all-star cast of corrections professionals who will lead fascinating workshop discussions and an informative and entertaining General Session sure to be the highlight of the Congress. The Philadelphia Convention Center will also be the scene of a huge exhibit hall with the very best in corrections. The hall will be open for your networking and informational needs. So many wonderful people are going to be passing through; you will find many old friends and make many new friends every single day. None of this would be possible without the incredible work done by our host committee whose tireless efforts and valuable wisdom have informed every aspect of the planning process. Personally, I am excited to have the opportunity to greet and exchange opinions with the outstanding women and men who share my commitment to the corrections profession. I cherish these moments because they have given me so much knowledge and motivation. After every conference, I am re-energized with the knowledge we are doing the best possible work for our staff and the public we serve. Welcome to Philadelphia!

I am truly pleased to welcome you, on behalf of our American Correctional Association leadership, host committee and staff, to ACA’s 153 rd Congress of Correction in the City of Brotherly Love; Philadelphia, Pennsylvania. Philadelphia is the cradle of our Republic, the site where enduring documents like the Declaration of Independence and the U.S. Constitution were forged. In this spirit, I am looking forward to enjoying the company of the thousands of corrections professionals who come to this conference seeking to learn new methods, exchange the latest research and make new friends with other correctional professionals from across the country and across the globe. I know you will find in this 153 rd Congress of Correction a truly unbelievable array of events to keep you busy from dawn to dusk. Our workshops, featuring engrossing speakers on the most

cutting-edge topics, are usually standing room only. There are a number of governance and committee meetings where the future of corrections is being discussed and debated. And please, don’t be late for this year’s General Session which is sure to be a memorable experience for all of us. In addition, I urge you to spend some of your time in our exhibit hall. The corrections partners will have on display the latest technologies, essential services and resources you will need to make your facilities the very best they can be. Continuing education is so important for our profession which is why many of you will take advantage of this opportunity to gain certifications and continuing education units. There is no place else where the amount of specialized knowledge is available for you to make you more efficient in the upcoming year. I’ve always said to turbocharge your career, attend a Congress of Correction! Lastly, I want to take this chance to give the women and men who spent their time and lent us their talents to put on this extraordinary event their due. As you are aware, staging a gathering of this magnitude is no easy feat. The professionals who put together this years’ Congress of Correction did so with amazing tenacity and tireless effort. I greatly appreciate their efforts and I hope you will do so as well.

ACA Executive Committee

The American Correctional Association’s Executive Committee for 2023-2025 is a superb collection of talented women and men from the field of corrections. The Officers of the Executive Committee are Denise M. Robinson, president; Ricky D. Dixon, president-elect; Tyrone Oliver, vice-president; Harbans S. Deol, treasurer; and Tony C. Parker, immediate past-president. ACA’s Executive Director James A. Gondles, Jr. serves as secretary, while our Board of Governors representatives consist of Burl Cain and Garry McFadden. Each officer serves a two-year term and is elected by the association’s membership from recommendations made by the Nominating Committee. Each one of these women and men bring experience, leadership and commitment to their calling of leading the corrections profession into the future. Each and every one has proven their dedication to excelling in the field of corrections and making their communities safer. We value the resolve, insight and ability they bring to ACA on behalf of every correction professional worldwide. DR. RACHAEL L. FLEURENCE, PHD, MSC Dr. Fleurence, a Senior Advisor at NIH and former White House health policy advisor, leads national initiatives on Hepatitis C and COVID-19 testing.

FRANCIS S. COLLINS, M.D., PH.D. Dr. Francis S. Collins led the Human Genome Project and is a prominent physician-geneticist.

Sugar Ray Leonard

H aving learned to box at 14, Leonard’s career includes three National Golden Gloves titles, two AAU championships and the 1975 Pan-American Games crown. After winning a gold medal in boxing at the 1976 Olympics, he turned professional in an effort to help his family pay medical bills incurred from his father’s illness. Leonard won his first professional fight and he went on to defeat some of the greatest boxers of the modern era, from Wilfred Benetiz to Roberto Duran, Thomas Hearns and Marvelous Marvin Hagler, from whom Leonard won the world middleweight title. During his 20-year professional career, Leonard also won world titles in the welterweight, junior middleweight, super middleweight, and light heavyweight divisions — the first boxer to win world titles in five different weight classes. In 2011, Leonard published his first autobiography (Viking Books) THE BIG FIGHT: My Life In and Out of the Ring . Leonard’s raw and uplifting memoir reveals in intimate detail his own personal battle with depression, rage, addiction and greed. Leonard’s charismatic personality and expert ring knowledge led to a successful career as a television broadcaster for NBC, ABC, FOX, HBO and ESPN. Leonard and his wife, Bernadette founded the Sugar Ray Leonard Foundation in 2009, funding research and patient care for children living with type 1 and type 2 diabetes. The Foundation is also committed to helping children lead healthier lives through diet and exercise. Leonard raises money for Children’s Hospital Los Angeles (CHLA) and other children’s chari ties through his annual “Big Fighters, Big Cause” Charity Boxing Night.

CORRECTIONAL FACILITY/INSTITUTIONAL TOURS

Eastern State Penitentiary Eastern State Penitentiary was once the most famous and expensive prison in the world, but stands today in ruin, a haunting world of crumbling cellblocks and empty guard towers. Known for its grand architecture and strict discipline, this was the world’s first true “penitentiary,” a prison designed to inspire penitence, or true regret, in the hearts of prisoners. Its vaulted, sky-lit cells held nearly 85,000 people over its long history, including bank robber “Slick Willie” Sutton and “Scarface” Al Capone. When Eastern State opened more than 180 years ago, it changed the world. The building itself was an architectural wonder; it had running water and central heat before the White House and attracted visitors from around the globe. SCI Chester The State Correctional Institution (SCI) at Chester is an innovative facility which was designed to provide a continuum of substance abuse treatment services in the institution and continuing in the community at community corrections centers. This consortium approach uses the experience and expertise of public and private agencies in a broad based effort, which focuses on treatment of inmates without losing sight of our primary responsibility for public safety.

Philadelphia CCC#2 (Community Corrections Center) Philadelphia Community Corrections Center 2 is a 70-bed male facility with a dorm room style set up that houses male parolees and State Drug Treatment Program (SDTP) reentrants, as well as commuted lifer cases that are released from the State Correctional Institutions (SCIs). Reentrants are assisted during their transition back into society and are provided with daily passes to achieve reentry goals, reintegrate with family, report to work/school and participate in leisure activities. Facility staff assist reentrants with daily needs, housing, identification, employment opportunities, financial assistance, family reunification, treatment referrals and establishing connections with parole agents or other local resources. The goal of the facility is to provide reentrants with the opportunity to be successful and live pro-social lifestyles, both while at the center and after being released.

Juvenile Justice Services Center The Philadelphia Youth Center is a 150,000 square foot Juvenile Justice Services Center providing a range of services for teens and young adults. Its main function is to provide a short-term residential detention facility that offers social and educational programs. The building is divided into living, learning, dining, recreation, counseling, judicial and administrative areas, including a 10,000 square foot state-of-the-art medical and dental suite. The facility has 10 classrooms, a gymnasium, a health clinic, outdoor recreation spaces and a garden for residents. The heart of the educational mission for students at the Philadelphia Juvenile Justice Center School is to provide personalized learning for each student to achieve credits toward completing Pennsylvania requirements for their High School Diploma, GED and Post-Secondary Success for the 21 st Century. Our educators strive to achieve this by creatively incorporating the Common Core Curriculum through real life experiences such as: remedial and accelerated programming to build skills and credits; career and technical training; character development through PBIS; mentorship; community partnerships. Curran-Fromhold Correctional Facility The Curran-Fromhold Correctional Facility is named in honor of Warden Patrick N. Curran and Deputy Warden Robert F. Fromhold, who were murdered at Holmesburg Prison on May 31, 1973. They are the only PPS staff known to have been killed in the line of duty.Opening in 1995, the Curran-Fromhold Correctional Facility (CFCF) is the largest PPS facility. CFCF consists of four housing buildings and an administration/core building. Each building has eight housing units, or pods, four on each floor. Each pod consists of 32 cells, divided into two tiers, organized around a common living and dining area. Inmates housed on each pod have access to indoor and outdoor recreation, medical triage, law library and program area. The core building includes the administrative offices for the Commissioner of Prisons, central administrative staff, the warden and facility staff. Facilities for intake and reception, along with industrial shops, educational classrooms and program areas, also are included in the core building. A bail commissioner, court staff and public defenders are on site, and lineups are conducted at CFCF. Occupying one full acre of the 25-acre facility is a cook-chill food production facility with the capacity to produce 40,000 meals daily.CFCF serves as a 24-hour intake center for adult males, and almost 30,000 males are processed through the facility´s receiving room on an annual basis. All new inmates undergo an admissions and diagnostics process, which includes classification; orientation; medical examination; issuance of an inmate handbook, clothing and personal care items; and social service assessment
