B-1A The Importance of Utilizing Stakeholder Expertise when Approving and Evaluating Pell Funded Prison Education Programs (PEP) Track: Prisons Room 201-A The reinstatement of Pell funding for incarcerated citizens requires DOCs to work with relevant stakeholders to determine whether a Prison Education Program is operating in the best interest of incarcerated students. In order to do this, stakeholders must take an active role by approving initial program proposals, evaluating progress and deciding whether the program will continue to operate behind the fence. Establishing an Advisory Committee with relevant stakeholders and previously incarcerated citizens will allow DOCs to make informed decisions when deciding to allow programs to continue operating behind the fence. Learning Objectives: • Establish an advisory committee comprised of relevant stakeholders. • Create a proposal outline all colleges and universities must use when applying to DOCs to offer educational programming behind the fence. • Create a manual of policies and procedures for the operation of a Higher Education advisory committee. B-1B From Ungovernability to a Benchmark in Latin America! The Transformation of Queretaro’s Penitentiary System Under COSMOS and the Transversality of ACA Track: ACA Resources Room 201-B The Penitentiary System of Queretaro in 2015 was facing a series of challenges: ungovernability, self-rule, aggressions against prison personnel, smuggling, corruption, extortion, gangs, poor incarceration conditions, fights and riots, making it a failed institution in terms of respect for human rights and lack of safety conditions for prison personnel. The workshop will illustrate how ACA’s strategies, axes and lines of action of the operation model and application of best practices transformed our agency from an institution with ungovernability to an international benchmark and a proud holder of the Golden Eagle.
