Glossary

Special Management Inmates – individuals whose behavior presents a serious threat to the safety and security of the facility, staff, general inmate population, or themselves. Special handling and/or housing are required to regulate their behavior. Special Management Plan - a special individualized plan developed by the youth’s multidisciplinary service team to address the youth’s behavioral problems using planned targeted interventions. Special Needs – mental and/or physical condition that requires accommodations or arrangements differing from those a general population offender or juvenile normally would receive. Specialized Treatment Program - a program designed to provide increased staff supervision, support, and intervention that will assist in managing current behavior and to decrease the likelihood of future disruptive behavior. Specialized Treatment Unit / Intensive Program Unit : a unit that houses youth whose treatment needs and behavior prevent them from residing with the general population with a goal to re-integrate youth when specific treatment goals are reached. Status Offender – juvenile who has been charged with or adjudicated for conduct that under the law of the jurisdiction in which the offense was committed would not be a crime if committed by an adult. (See also Delinquent youth.) Step-Down Program – a program that includes a system of review and establishes criteria to prepare an in mate for transition to general population or the community. Individualized programs involve a coordinated, multidisciplinary team approach that includes mental health, case management, and security practitioners. Medical personnel will be part of the multidisciplinary team when inmates who have chronic care or other significant medical accommodation needs participate in this program. Strip Search – examination of an inmate’s/resident’s naked body for weapons, contraband, and physi cal abnormalities. This also includes a thorough search of all of the individual’s clothing while it is not being worn. Substance Use Disorder – a disorder resulting from the recurrent use of alcohol and/or drugs, which caus es clinically and functionally significant impairment such as health problems, disability, and failure to meet major responsibilities at work, school, or home. Substance Use Education Programs : education programs help participants understand the problems of substance use (e.g., personal costs, health issues, impact on family and society, criminal thinking), and offer an overview of treatment and life changes which can help people overcome substance use disorders. The role of education is to engage the offender rather than to change their use behaviors. It sets the stage for readiness to change which follows evidenced- based practice. Standard – statement that defines a required or essential condition to be achieved and/or maintained.
