3. Safety GOAL: The facility/agency protects the community, the staff, the inmate and others from harm while maintaining security, statutory requirements, and safe environment when transporting inmates outside the facility.
3A. TRANSPORT OFFICER ID/UNIFORM REQUIREMENTS EXPECTED PRACTICES

Written policy, procedure and practice provide that staff assigned to inmate transport shall wear an agency approved uniform and have on their person at all times agency issued identification. Staff shall present the official identifica tion upon request to government or authorized officials. Comment : None. Protocols : Written policy and procedure. 3B. PERFORMANCE-BASED STANDARD: TRANSPORT VEHICLES EXPECTED PRACTICES

(MANDATORY) An annual safety inspection of all vehicles is conducted by qualified individuals and in accordance with state statutes for any vehicle that is owned, leased, or used in the operation of the facility. If no state or local jurisdiction requirements exist, vehicle required maintenance must be up to date, and the following, at a minimum, will be inspected by a certified mechanic: tires, brakes, lights, windshield, windshield wipers, mirrors, seat belts, steering and alignment, and suspension. In addition to generally ac cepted practice areas for review, the inspection shall also include a written review of internal compartments to include all seat belts, seats, cages/holding areas and locking mechanisms.
