3C. - PERFORMANCE STANDARD: RULES AND DISCIPLINE

The institution’s rules of conduct and sanctions and procedures for violations are communicated to all inmates and staff. The disci- plinary process respects due process.

OUTCOME MEASURES

(1) The total number of major disciplinary reports, as defined by the agency, in the past 12 months divided by the average daily population in the past 12 months. (2) The total number of minor disciplinary reports, as defined by the agency, in the past 12 months divided by the average daily population in the past 12 months. (3) Number of offender on offender assaults, as defined in the SIS form, in the past 12 months divid- ed by the average daily population in the past 12 months. (4) Number of offender on staff assaults, as defined in the SIS form, in the past 12 months divided by the average daily population in the past 12 months. Rules of Conduct

Written rules of inmate conduct specify acts prohibited within the institution and penalties that can be imposed for various degrees of violation.

Comment : The rules should prohibit only observed behavior that can be shown clearly to have a direct, adverse effect on an inmate or on institutional order and security. The rules also should specify the range of penalties that can be imposed for violations. Penalties should be proportionate to the importance of the rule and the severity of the violation.
