Performance Standard 3B: Safety and Emergency Procedures

3B. - PERFORMANCE STANDARD: SAFETY AND EMERGENCY PROCEDURES The number and extent of security, physical plant, environmental and other emergencies are minimized. When they occur, the re- sponse mechanism minimizes severity.

Fire Safety 5-ACI-3B-01 (Ref. 4-4211)

(MANDATORY) Written policy, procedure, and practice specify the institu- tion’s fire prevention regulations and practices. These include, but are not lim- ited to, the following: • provision for an adequate fire protection service • a system of fire inspection and testing of equipment at least quarterly or at intervals approved by the authority having jurisdiction, following the proce- dures stated for variances, exceptions, or equivalencies • an annual inspection by local or state fire officials or other qualified person(s) • availability of fire protection equipment at appropriate locations through - out the institution Comment : Institutional administrators should plan and execute all reasonable proce- dures for the prevention and prompt control of fire. The use of national codes, such as The Life Safety Code, can help to ensure the safety of staff, inmates, and visitors. The use of a volunteer or an internal fire department is acceptable for compliance, assuming that the fire station is readily accessible in case of fire and that it is the primary alternative available. If the fire station is not continually staffed, fire alarm notification must be made to a local law enforcement unit or equally reliable source. Process Indicators : Documentation of authority having jurisdiction. Inspection re- ports and documentation of action taken to address identified deficiencies. Main- tenance and testing records. Local and/or state inspection reports. Facility logs. Observation. (MANDATORY) Written policy, procedure, and practice provide for a com- prehensive and thorough monthly inspection of the institution by a qualified fire and safety officer for compliance with safety and fire prevention standards. There is a weekly fire and safety inspection of the institution by a qualified de- partmental staff member. Comment : The qualified departmental staff member who conducts the weekly in- spections may be an institutional staff member who has received training in and is familiar with the safety and sanitation requirements of the jurisdiction. At a minimum, it is expected that the safety/sanitation specialist will provide on-the- Protocols : Written policy and procedure. Internal inspection forms. Equipment testing schedule.
