Written policy, procedure, and practice provide for staff and offender access to an appropriately trained and qualified individual who is educated in the problems and challenges faced by offenders with physical and/or mental im- pairments, programs designed to educate and assist disabled offenders, and all legal requirements for the protection of offenders with disabilities. Comment : An appropriately trained and qualified individual , as used in this stan- dard, is one who has been designated by the warden, superintendent, or other au- thority, to coordinate efforts to comply with and carry out responsibilities defined by the Americans with Disabilities Act. That individual should develop relation- ships with, and use the expertise of institutional staff, advocacy groups, nonprofit organizations, agencies of government, and others that have relevant knowledge and experience.
