5E. - PERFORMANCE STANDARD: SOCIAL SERVICES Professional services including individual and family counseling, family planning and parent education; and programs for inmates with drug and alcohol addiction problems, meet the needs of iden- tified inmates. (1) Where a substance use disorder treatment program exists, the number of treatment slot available divided by the average daily population in the past 12 months. (2) Where a substance use disorder treatment program exists, the number of completers of the pro- gram divided by the average daily population in the past 12 months. (3) Where a sex offender treatment/management program exists, the number of program slot divided by the average daily population in the past 12 months. (4) Where a sex offender treatment/management program exists, the number of completers divided by the average daily population in the past 12 months. Scope of Services Outcome Measures

There is a social service program that provides a range of resources appropri- ate to the needs of inmates, including individual and family counseling, family planning, and parental education, and community services. Comment : Social services provide guidance and professional assistance to inmates with family and personal problems; some services may be provided through con- tractual arrangements with community agencies.

Protocols : Written policy and procedure.

Process Indicators : List of program resources. Facility logs. Inmate interviews. Observation.

Written policy, procedure, and practice prohibit discrimination on the basis of disability in the provision of services, programs, and activities administered for program beneficiaries and participants.

Comment : Services, programs, and activities include, but are not limited to, the following:

• academic and vocational education (including developmental and rehabilitative programs) • work programs/work release programs (by providing reasonable accommoda - tions or alternatives for offenders with disabilities so that the benefits of these programs, including sentence-reduction credits, are available to offenders with disabilities) • recreation, exercise, and activities
