Performance Standard 4B: Restrictive Housing
4B. - PERFORMANCE STANDARD: RESTRICTIVE HOUSING Inmates who pose a direct and clear threat to the safety of persons or a clear threat to the safe and secure operation of the facility are separated from general population and placed in restrictive hous- ing units/cells for periods of time 22 hours per day or greater. (1) Average number of offenders in Restricted Housing per month over the past 12 months divided by the average daily population in the past 12 months. (2) Average number of offenders in Extended Restricted Housing per month over the past 12 months divided by the average daily population in the past 12 months. (3) Number of offenders released from Restrictive Housing by the appropriate authority within 24-hours in the past 12 months divided by the total placed in Restrictive Housing in the past 12 months. (4) Number of offenders in Extended Restrictive Housing that were released directly into the commu- nity from either Restrictive Housing or Extended Restrictive Housing within the past 12 months divided by the total number of offenders released in the past 12 months. (Effective NLT October 1, 2020) Written policy, procedure and practice pro- vide that the placement of an inmate in Restrictive Housing shall be limited to those circumstances that pose a direct threat to the safety of persons or a clear threat to the safe and secure operations of the facility. The policy governing the placement of an inmate in Restrictive Housing shall include: • the relationship between the threat the inmates poses and the behaviors articulated in the policy. • the impact that Restrictive Housing may have on medical and mental health conditions exhibited by the inmate and the possible alternatives that may be available to compensate for such conditions. • a description of alternatives that may be available to safely deal with the threat posed by the inmate other than restricted housing.
Comment : Offenders who pose a threat to staff, other inmates, or themselves may be removed from the general population for the safety and security of the institu- tion. An official review must occur within 24 hours.
