Performance Standard 3B: Safety and Emergency Procedures

Emergency equipment and systems are tested at least quarterly. Power gen- erators are inspected weekly and load tested quarterly at a minimum or in accordance with manufacturer’s recommendations and instruction manuals. Comment : Emergency equipment, such as standby lighting, batteries, power gen- erators, fire fighting apparatus, communications systems, and alarms should be checked frequently to ensure their reliability.
Protocols : Written policy and procedure. Testing schedule and report forms. Man- ufacturer’s instructions.
Process Indicators : Facility records and logs. Documentation of tests and actions taken to correct identified deficiencies.

Staff Training

(MANDATORY) All institution personnel are trained in the implementation of written emergency plans.
Comment : Review of all emergency plans should be an essential element of per- sonnel training and retraining programs. New employees should be familiar with all emergency plans prior to their permanent work assignments.
Protocols : Written policy and procedure. Training curriculum.
Process Indicators : Training records. Facility logs. Staff interviews.
Evacuation Procedures
5-ACI-3B-11 (Ref. 4-4221)
(MANDATORY) There is a written evacuation plan to be used in the event of fire or major emergency. The plan is certified by an independent, outside in- spector trained in the application of national fire safety codes and is reviewed annually, updated if necessary, and reviewed with the local fire jurisdiction. The plan includes the following: • location of building/room floor plans • use of exit signs and directional arrows for traffic flow • location of publicly posted plan • at least quarterly drills in all institution locations, including administrative areas • staff drills when evacuation of extremely dangerous inmates may not be included Comment : The evacuation plan should specify evacuation routes, subsequent dis- position and housing of inmates, and provision for medical care or hospital trans- portation for injured inmates and/or staff.
