Performance Standard 7A: Work and Correctional Industries
5-ACI-7A-05 (Ref. 4-4453)
Written policy, procedure, and practice provide that the staff operating in- mate work programs use the advice and assistance of labor, business, and in- dustrial organizations to assist in providing skills relevant to the job market. Comment : The institution should actively pursue cooperation from labor and in- dustry to help plan and evaluate its work programs and assist in work release, job training, and job placement. The establishment of advisory boards or joint councils should be considered.
Protocols : Written policy and procedure. List of resources utilized.
Process Indicators : Documentation of resources utilized.
5-ACI-7A-06 (Ref. 4-4454)
Written policy, procedure, and practice provide that the inmate workday ap- proximates the workday in the community.
Comment : The number and duration of inmate work-day interruptions should be minimized as much as possible through rescheduling of staff assignments and in- mate activities.
Protocols : Written policy and procedure. Competency measurement and recogni- tion materials.
Process Indicators : Work schedule. Work records. Facility logs and records. In- mate records. Inmate interviews. Documentation of competency recognition.
Work, Health, and Safety Standards 5-ACI-7A-07 (Ref. 4-4455)
(MANDATORY) Written policy, procedure, and practice provide that all in- stitutional work, industry, and vocational education programs meet minimum applicable federal, state, or local work, health, and safety standards. There is documentation that the programs are inspected by federal, state, or local health and safety officials at least annually. The programs also are inspected weekly by qualified departmental staff and monthly by a safety officer. Comment : The annual inspection can be conducted by a central office or regional safety inspector or by local qualified safety officials. Weekly inspections must be conducted by the institution’s safety officer or by the industries/shop administrative staff; the duty officer may not conduct these inspections unless qualified to do so.
Protocols : Written policy and procedure. Applicable laws and regulations.
Process Indicators : External inspection reports, completed forms, including docu- mentation that identified deficiencies were corrected. Work records. Inmate inter- views. Staff interviews.
