James T. Conway (NY) Superintendent (ret), Attica Correctional Facility New York State Department of Corrections and Community Supervision (NYSDOCCS) James T. Conway began his career in maintenance at the Attica Correctional Facility in 1972. He became a correction officer in 1973 and was promoted through the security ranks to sergeant, lieutenant, captain, deputy superintendent of security, first deputy superintendent, and in 2002, was promoted to superintendent. Conway held this position until his retirement in 2010. He first co- chaired, with the mental health unit chief, the Department’s Joint Case Management Committee. Conway participated on the department’s Management Training Program, earning the Department’s Certificate for a Management Professional. After retiring, Conway has participated in training sessions both in Mexico City and Bogotá on the International Correctional Core Standards on behalf of the ACA.

Vinko Kucinic (OH) Intelligence Division Chief Ohio Department of Rehabilitation and Correction (DRC), Chief Inspectors Office

Vinko Kucinic began his career at the Ohio DRC in 1994 as a parole officer. He has held several positions throughout his career at the DRC and the Ohio Attorney General’s Office to include gang investigator, criminal intelligence analyst, criminal intelligence unit supervisor, security threat group investigations coordinator and chief information officer. Kucinic received a B.A. in sociology from the Eastern Illinois University. He currently serves as the chairperson for the ACA Database Steering Committee and has been a member of the IT/IS Committee. Kucinic is a member of the National Corrections Custodial Intelligence Sharing Group and serves as a regional coordinator. He was the recipient of the Government Technology’s 2018 Ohio Public State Sector CIO Academy CIO of the Year.
