Bobby Straughter (TN) Assistant Commissioner, Operational Support Tennessee Department of Correction
Prior to employment with Tennessee Department of Correction, Bobby Straughter served as the board administrator for the Tennessee Board of Parole, where he provided support for nearly 1,200 Community Supervision employees. Straughter joined the Department of Correction in 2013 and was appointed as the assistant commissioner of Community Supervision. As the assistant commissioner, Straughter successfully restructured the Offender Supervision standards and the organizational structure of the Community Supervision division. Additionally, he implemented enhanced firearms training for Proba - tion Parole officers and oversaw the launch of Community Impact Programs (CIPs). In 2016, he was named the assistant commissioner of Prison Operations. Currently, Straughter is the assistant commissioner of Operational Support. He holds both Bachelors’ and Masters’ degrees in business administration from Mississippi State University. He recently completed the Professional Studies Master’s Program at Tennessee State University. He has also obtained Executive Leadership certification through the department’s Command College program. Robert Welch Jr. has been employed by the Ohio Department of Rehabilitation and Correction since 2000. Welch has served as warden at Toledo Correctional Institution (ToCI), medical admin - istrator at the Corrections Medical Center (CMC), administrative assistant in the Office of Prisons and recovery services supervisor at Dayton Correctional Institution (DCI). He is currently serving as a deputy warden at Warren Correctional Institution (WCI). Welch received his Bachelor of Science (BS) Degree in criminal justice and a Master of Science (MS) Degree in social agency counseling from the University of Dayton. He is a Licensed Social Worker (LSW) and Licensed Independent Chemical Dependency Counselor - Clini - cal Supervisor (LICDC-CS). Additionally, he is a member of the ACA Delegate Assembly since 2016, served on the 2018 ACA Nomination Committee; immediate past president of the North American Association of Wardens and Super - intendents (NAAWS), a past president of Ohio Warden and Superintendent Association (OWSA) and past president of the Ohio Correctional and Court Services Association (OCCSA). Pamela Johnson-Hill (GA) Deputy Commissioner, Division of Secure Facilities Georgia Department of Juvenile Justice
Pamela Johnson-Hill serves as the deputy commissioner for the Division of Secure Facilities within the Georgia Department of Juvenile Justice. With 20 years of state government experience, she has risen through the ranks at the Department of Juvenile Justice (DJJ), serving in the roles of juvenile correctional officer, director of the Metro RYDC, Northeast Regional administrator and as assistant deputy commissioner. Johnson-Hill has also served as program coordinator for the Division of Secure Campuses. Johnson-Hill earned her Bachelor of Science degree from Georgia State University and her Master of public administration from Troy University. She serves on the Juvenile Justice and Secure Operations Committee for ACA and as president of the Georgia Juvenile Services Association.
