Vance L. Drum (TX) Consultant Prison Seminaries Foundation
Beginning in 1985, Vance L. Drum served as a chaplain for 32 years in the Texas Department of Criminal Justice, retiring as director of Chaplaincy Operations. In his last position he supervised 126 chaplains, providing rehabilitative, reentry and spiritual programming. Since 2018, Drum has worked as an educational consultant with Commissioner Burl Cain in the Prison Seminaries Foundation, bringing moral rehabilitation through accredited, four-year seminaries to those in prison nationwide. Drum received a B.S. in political science from Murray State University, an M.T.S. from Gordon-Conwell Theologi - cal Seminary, and a D.Min. from Abilene Christian University. Attending ACA conferences since 1993, Drum is past president of the American Correctional Chaplains Association, chaired the ACA Religion Committee, and has presented numerous ACA workshops and written articles for Corrections Today.
Martin Hochman V (KS) Program Administrator University of Kansas Medical Center/Kansas Department of Corrections (KDOC)
Martin Hochman V graduated from the University of Kansas (KU) with his bachelor’s in psy - chology in 2012 and completed his master’s in social work from KU in 2019. He began working for KDOC’s healthcare contractor in 2012 in the behavioral health department. In 2014, Hochman started his career with the University of Kansas Medical Center’s KDOC division as a compliance auditor where he facilitated audits and evaluated performance measures for quality improvement for healthcare services. He transitioned to a senior coordinator position in 2016, assisting with the healthcare grievance process and serving as an advocate for inmate/inmate families. Currently, Hochman is a program administrator manag - ing the Inmate Medicaid Program, in addition to providing oversight monitoring of behavioral health services. Hochman has been a member of ACA since 2014 and obtained his Correctional Behavioral Health Certification (CBHC).
Ashley Koonce (TX) Project Coordinator Correctional Management Institute of Texas
Ashley Koonce joined the Correctional Management Institute of Texas in March 2015. She currently works to facilitate the Wardens Peer Interaction Program in coordination with the North American Association of Wardens and Superintendents (NAAWS) and the CMIT Annual Gangs Conference. She currently serves as the executive director for the Association of Paroling Authorities International (APAI) and the executive director of the Texas Corrections Association (TCA). Koonce worked for the Rehabilitation Programs Division of the Texas Department of Criminal Justice for six years, coordinating volunteer efforts to assist with the rehabilitation of offenders. She received her Bachelor of Science in business adminis - tration and a master’s degree in business administration from Sam Houston State University.
