Carl Bear (OK) Deputy Director Division of Institutions, Oklahoma Department of Corrections
Carl Bear began his career with the Oklahoma Department of Corrections in 1996 at Oklahoma State Reformatory as food service supervisor. During his 16 years at Oklahoma State Reformatory, he served many roles, including food service manager I and III, detailed unit manager, administrative programs officer I and warden’s assistant. He also served as a probation officer at Southwest District in Altus, Oklahoma. In November 2012, he was promoted to deputy warden at Dick Conner Correc - tional Center. In May 2015, he was appointed as warden at Joseph Harp Correctional Center. In December 2020, Bear was appointed deputy director of Institutions. Bear earned his associate degree in criminal justice at Redlands Com - munity College and graduated Summa Cum Laude in 2009. He completed his Bachelor of Science degree in behavioral science in 2011, graduating Magna Cum Laude. In 2015, Bear served as president of the Oklahoma Correctional Asso - ciation. He is a member of the Southern States Correctional Association and ACA, which he serves as a member of the Security Management Operations Board.
Bryan Collier (TX) Executive Director Texas Department of Criminal Justice (TDCJ)
Bryan Collier has over 35 years of adult correctional experience and became the executive direc - tor of the TDCJ in 2016. In his current role, he oversees the operations of one of the largest adult criminal justice systems in the country. Collier joined the TDCJ in 1985 and has held a wide variety of positions to include correctional officer, parole officer, section director, parole division director, and deputy executive director. He has a Bachelor of Science degree in criminology and corrections from Sam Houston State University. Collier is an active member of the Correctional Leaders Association, the ACA, and also serves on the Board of Directors for the Council of State Governments Justice Center. He was elected to serve on the ACA Board of Governors and sits on numerous committees for ACA, including the Standards Committee.
