Joe Page III (AR) Warden Arkansas Department of Corrections
Joe Page III has worked for the Arkansas Department of Corrections since 2004. He was promot - ed to deputy warden at the Newport Complex in Newport, Arkansas in 2009. Page was promoted to warden of the Delta Regional Unit in 2016. Page received a M.S. in criminal justice from Bethel Uni - versity and a B.A. in criminal justice from the University of Arkansas at Little Rock. He is an adjunct faculty member for Shorter College, instructing incarcerated students for Second Chance Pell Grant. He is an adjunct faculty member for Arkansas State University-Newport in the criminology department and serves on the Criminal Justice Board for Arkansas State University-Newport. Page plans to use his experience to actively partici - pate in his role for ACA as a member of the Executive Committee.
Tony M. Wilkes (TN) Chief of Corrections Davidson County Sheriff’s Office (DCSO)
Tony Wilkes began his DCSO career in 1987 as a correctional officer assigned to the Workhouse (currently known as the Jerry Newson Center). He worked numerous positions, even becoming DCSO’s first-ever site administrator for the Sheriff’s Correctional Complex in 2006. In 2008, Wilkes was named DCSO’s first-ever chief of corrections. Wilkes attended Nashville State Technical Institute majoring in computer programming and data processing. He has an Associates of Arts in business management and a Bachelor of Science in business management through the University of Phoenix. He is a National Institute of Corrections (NIC) Executive Excellence graduate, a NIC Training Consultant, and represents the Davidson County Sheriff’s Office on NIC’s Large Jail Networking committee. Wilkes serves as the ACA Board of Governor for Adult Local Detention (ALDF); a sub-committee member for ACA Restrictive Housing Ad-Hoc Committee; and ACA Staff Safety and Security Com - mittee. Since 2012, he has served as an ACA training consultant in the U.S, United Arab Emirates, Mexico, and Japan. In addition, he is an ACATraining Consultant certified in Correctional Behavior Health Certification (CBHC). In December 2019, he was selected as an ACA training consultant to present the ACA accreditation process to the Ohio Department of Rehabilitation and Corrections (ODRC) and the Ohio Bureau of Adult Detention (BAD). Wilkes has served on the ACA Executive Board as treasurer for 2017-2019 and as ACA vice president for 2019–2021.
