Rodney L. Lusk, Franconia District Supervisor of Fairfax County and Chair of the Council of Governments, opened the cer emony with heartfelt words that set the tone for the day. “We stand here not only to remember the fallen,” he said, “but to reaffirm our commitment to uphold the values they fought to protect.” As roses were laid in memory of those lost, each bloom symbolized a promise — never to forget their service, never to let their legacy fade.
