C-3I Comparison of Healthcare Utilization and Cost of Care Post-Release: Justice-Involved Medicaid Members (CE, CME, CERP) Track: Medical Room 204-B To measure the effectiveness of pre-release case management services offered to high-need members by Louisiana Medicaid, a case controlled match study was completed using Medicaid claims data to compare the time between release and the first touch point of care, place of care (appropriate utilization), reason for care (potentially preventable visit) and cost of six months of care for justice-involved high-need members who were enrolled through Louisiana’s pre-release enrollment program and who received up to two pre-release nurse case management sessions and matched justice-involved Adult Group Expansion members. Learning Objectives: • Describe Medicaid eligibility for incarcerated persons.

• Describe the successes and challenges of pre-release case management services. • Describe post-release care-seeking behaviors with regards to appropriateness of time and place.
