2026 ACA 156th Congress of Correction Pittsburgh_Program Book

Aging facilities and evolving populations have necessitated a re-examination of traditional construction methods in favor of innovative solutions that better address the infrastructure, security and rehabilitative needs of the modern correctional landscape. The Georgia Department of Corrections is pioneering the utilization of rapidly deployable, modular construction solutions to refurbish current facilities and create a more modern and human-centered correctional ecosystem. A significant barrier to addressing persistent overcrowding, deteriorating infrastructure and long-term performance requirements is the inherent inflexibility of correctional, operational workflows. Modular construction transforms a conventionally linear process into a parallel one, utilizing off-site construction and a factory-based approach, with simultaneous site prep. Cutting down on timelines and traditional supply-chain issues, it is possible to utilize modular methods to create a symbiotic relationship that meets the industry’s complex and growing demands with

minimal day-to-day operational disruptions. To achieve overarching goals, the prison industry must embrace cutting-edge construction techniques that create spaces tailored to the humane care, rehabilitation, and reduced recidivism rates of incarcerated persons. In this workshop, we aim to show how ModCorr has delivered the Georgia Department of Corrections over 500 beds and an infirmary facility for their population in just a 12-month period. We will discuss how this was possible, the benefits GDC is seeing from off-site construction of rapidly deployable housing units, and how these modern modular buildings are aiding their operational needs.
