As you know, CDC has established guidelines on the wearing of masks during the COVID-19 pandemic. We recognize the guidelines have changed several times. The latest recommendation is to wear masks while inside buildings, whether or not you are vaccinated. The ACA staff will all be wearing masks and we urge you to wear a mask covering your nose and mouth. We also urge you to practice mitigation wherever possible. ACA is setting up our meetings to mitigate as much as possible. We want you to be safe and to be healthy. We hope you will support our request by masking, and if you haven’t already done so, by receiving vaccinations. Thank you once again for your attendance.

I am happy to welcome you to Phoenix, Arizona, the site of ACA’s 2022 Winter Conference. Here in the Valley of the Sun, corrections professionals from across our great country and from every corner of the globe will join together and advance the cause of corrections. Gathering the entire field of corrections professionals together in Phoenix, named for the mythical bird that is reborn of its own ashes, should prove a worthy place to renew our commitment to the very best in correctional practices and procedures. As always, correctional professionals will be treated to ACA’s informative workshops, an exciting general session, a raft of continuing education opportunities, a full scope of top-quality exhibitors, enchanting speakers and networking opportunities to

enrich every correctional professional who joins us in the desert. I want to thank our host committee for their amazing performance in putting together the best possible conference experience for all attendees. Mostly, I am looking forward to communing with the outstanding women and men who make up my chosen profession. I am always inspired by your energy, your selfless dedication to the highest principles and your desire to help change the lives of your staff and the incarcerated population you serve. On behalf of our American Correctional Association leadership, host committee and staff, I am pleased to welcome you to the 2022 Winter Conference in Phoenix. Gathering in Phoenix, one of America’s fastest growing regions, shows how much the corrections profession is growing and changing and how important it is to keep up with the latest technologies and advances in our profession. I’m pleased this Conference will feature many ways for our attendees to enrich their professional lives and enjoy the company of other corrections professionals. Please don’t miss our exciting General Session and our Plenary sessions where excellent speakers will get you ready to tackle the challenges you’ll face in the upcoming year. In addition, take in as many of the workshops

we’ve designed for you with topics you’ll be sure to find of great use in your everyday duties. Our exhibitors will introduce you to the latest in technology and essential services in the world of corrections giving you the tools you’ll need to have the best year ever. In addition, one of the truly key elements of ACA’s 2022 Winter Conference is the exclusive opportunity to earn crucial certifications and gain continuing education units. This is specialized knowledge you cannot get anywhere else and will arm you with the tools you need to be a trailblazer in your profession. ACA Executive Committee

The American Correctional Association’s Executive Committee for 2021-2023 is a true All-Star team of talented women and men from the field of corrections. The Officers of the Executive Committee are Tony C. Parker, president; Denise M. Robinson, president-elect; Tony M. Wilkes, vice-president; Harbans S. Deol, treasurer; and Gary C. Mohr immediate past-president. ACA’s Executive Director James A. Gondles, Jr. serves as secretary, while our Board of Governors representatives consist of Elizabeth F. Arthur and Derrick Schofield. Each officer serves a two-year term and is elected by the association’s membership from recommendations made by the Nominating Committee. Each one of these women and men bring experience, leadership and commitment to their calling of leading the corrections profession into tomorrow. We know each and every one is dedicated to excelling in the field of corrections in their communities and we value the determination, wisdom and talent they bring to ACA and for every correction professional worldwide. Facility Tours — Facility tours are being offered by the Host Committee. You may sign up for the tours from Wednesday, Jan. 5 to the morning of Friday, Jan. 7. Space is limited, so sign up in the registration area. See page 36. Food Service — A variety of food and beverage outlets are located in the Phoenix Convention Center and surrounding area. General Session — Friday, Jan. 7, from 1:30–3 p.m. in the Phoenix Convention Center, Exhibit Hall A. See page 32. Grand Prize Giveaway — The grand prize will be given away on Sunday, Jan. 9, at 1:15 p.m. in the Exhibit Hall B-E. The grand prize is sponsored by Acorn Engineering/AcornVac, Attenti, Traka Americas ASSA ABLOY and VitalCore Health Strategies. Don’t forget to get your ticket stamped. You must be present to win! General Information Badge Identification — Wear your ACA badge at all times during the ACA Congress of Correction. It is your passport to the General Session, Exhibit Hall, workshops and social events. There will be badge checkers at each event.

Badge Replacement — If you lose your badge, replace it at the ACA registration area for a $25 fee. Business Center — the UPS store is located inside the Phoenix Convention Center. The hours are Monday to Friday 8 a.m.–5 p.m. and Saturday 9 a.m.–5 p.m. Cell Phones — Use of cell phones is not permitted in sessions, workshops or meetings. Please remember to turn them off or to silent mode.

Health Care Network Reception — Thursday, Jan. 6, from 5:30–6:30 p.m. at the Sheraton hotel, Valley of the Sun Ballroom. See page 17. Health Care Special Session and Luncheon — Thursday, Jan.6, from 12–1:30 p.m. at the Sheraton hotel in the West Ballroom. Seating is limited. See page 30. Lost and Found — Any found items should be given to ACA show management. Items not retrieved by the end of the day will be given to building security for safekeeping. If you have lost an item, check with the ACA Registration Desk. Materials/Distribution — Distribution of flyers, brochures or any other materials in and around all registration, workshop, exhibit and other conference areas is prohibited. Circulators or other promotional material may be distributed only within the exhibitor’s assigned booth. Any prohibited materials found will be removed immediately. Non-Exhibitor/Consultant — A company, firm, consultant or organization not assigned exhibit space must register as such and pay the non-exhibitor registration rate for the full conference and/or the daily registration. If non-exhibiting companies do not register as such, they will jeopardize their future participation in ACA events. There will be an additional monetary penalty as deemed necessary by ACA. Parking — Parking is available at the Phoenix Convention Center for $15 a day. Photography — Still photography and video recording of any exhibit or function is prohibited within the exhibit hall, meeting rooms and lobbies. Exhibitors may take pictures only of their own booth, and only before and after show hours. Any photography or video recording during show hours must be approved by ACA show management.

Smoking — Smoking is not permitted inside the convention center or within 25 feet of any of its entrances. Smoking is restricted to designated outdoor areas. Solicitation — Solicitation by non-exhibitors is strictly prohibited. Any person representing a non-exhibitor and identified as soliciting in any area of ACA’s conference will have their credentials revoked and will be asked to leave the premises.

CoreCivic Remembers T. Don Hutto 1935-2021

CoreCivic reflects on the life of T. Don Hutto, company co-founder and industry visionary, whose watch ended on October 22, 2021. Don was instrumental in founding our organization in 1983, but his impact on establishing best correctional practices runs even deeper. He was a key developer of the ACA Operating Standards by which correctional agencies are still measured today, resulting in better living conditions and programming opportunities for countless individuals over the years. A fierce advocate for correctional professionals, Don understood that the well-being of everyone within a facility should be paramount. CHRISTOPHER JONES PharmD, DrPH, MPH The Evolving Overdose Crisis: Resurgent Stimulants in the Midst of the Ongoing Opioid Overdose Epidemic

C hristopher Jones, PharmD, DrPH, MPH (CAPT U.S. Public Health Service), currently serves as the acting director of the National Center for Injury Prevention and Control. When not serv - ing as the acting director, Dr. Jones is the deputy director of NCIPC. In this role, he is the primary scientific advisor to the NCIPC director and other senior staff on science is - sues in public health, clinical care implementation, epide- miology, biostatistics, economics and behavioral science. In addition, he provides scientific leadership and drives NCIPC’s strategic direction by overseeing the refinement of the scientific research agenda and the coordination on the NCIPC strategic priorities of drug overdose, suicide prevention and adverse childhood experiences.

Session Overview: This session will provide an update on the latest trends in substance use and overdose, with a focus on resurgent stimulant use and harms in the U.S., and the connection between the ongoing opioid crisis and rising stimulant and polysubstance use. In addition, the session will cover current programmatic efforts at the Centers for Disease Control and Prevention, including efforts to strengthen public health and public safety partnerships. Finally, the presentation will include an update on treatment strate- gies for stimulant use disorder and opioid use disorder. Objectives: • Describe the latest substance use and overdose trends in the United States. • Characterize the rise in stimulant use and harms in the midst of the ongoing opioid crisis. • Discuss treatment strategies for stimulant and opioid use disorders.

Terry Bradshaw Co-host and Analyst, FOX NFL Sunday and NFL Legend

T erry Bradshaw is one of the most compelling personalities in America today. He was the first pick in the NFL draft in 1970 and turned the Pittsburgh Steelers into a dynasty, winning four Super Bowl titles in six years and being named Super Bowl MVP twice. After he retired prior to the 1984 season, Terry moved to the broadcast booth where he spent several years at CBS before moving to the FOX network in 1994. Currently he has a dual role as co-host and ana- lyst on Fox NFL Sunday and has been a primary force in making the show America’s most-watched, NFL pregame program. Beyond football, Terry has a long list of appearances as an actor including such films as Hooper and Cannonball Run and most recently Paramount’s hit

Failure to Launch . He also lent his unique voice to the animated film Robots . An author of five books, Bradshaw brought his sig- nature charm and charisma to the written page. They include his acclaimed autobiographies, Looking Deep (1989), It’s Only A Game (2001) and Keep it Simple (2002), No Easy Game (1973) and Terry Bradshaw: Man of Steel (1979). Currently, Bradshaw stars in the hit reality TV series The Bradshaw Bunch on the E! network along with his wife Tammy and three daughters, Rachel, Erin and Lacey. You can see why Terry Bradshaw is the only NFL player with a star on the Hollywood Walk of Fame. He is also a sought-after motivational speaker who is sure to give our members a rousing and memorable experience.
