Speakers include facility directors from states that had both high and low-rate facilities and will discuss risks to newly committed and LGBTQI+ youth, as well as resources for juvenile facility staff. Learning Objectives: • Participants should be able to understand the dynamics of youth sexual abuse in juvenile confinement facilities. • Participants should be able to recognize common characteristics of youth most at risk for victimization in a juvenile facility and develop tools for safeguarding the most at-risk youth. • Participants should be able to recognize “red flags” or “grooming” behaviors that commonly precede sexual contact between staff and youth and develop skills to successfully intervene to protect youth from victimization. E-2D We’ve Got an MOU, but ... : Overcoming Challenges in PREA Work with Victim Advocates Room 207D Track: Staff Training Negotiating a Memorandum of Understanding (MOU) with local advocates is key to establishing a PREA-compliant victim services program for prisoners. However, once an MOU has been signed, unexpected challenges to implementing services can arise. Logistical hurdles and a lack of familiarity with the victim advocate’s role and their best practices — including around confidentiality — can thwart a successful partnership. Presenters will use scenarios pulled from Just Detention International’s experience as a national technical assistance provider to engage participants in a discussion about overcoming such barriers. Special attention will be given to adapting programming as facilities continue to navigate safety in response to the COVID-19 pandemic. Learning Objectives: • Overcome challenges that can hinder the roll-out of victim services agreements. • Develop strategies for ongoing and open communication with victim services partners to support meaningful implementation of services. • Understand rules governing rape crisis advocates’ confidentiality obligations and how they interact with the PREA standards
