D-2D Evidence Based Decision Making — Working Together for a Better System Room 207D Track: Reentry/Community Corrections Norfolk was one of seven localities selected by the National Institute of Corrections in 2015 to participate in a technical assistance grant. Goals included improved system outcomes through collaborative partnerships, a systemic use of research and a shared vision of desired outcomes. Decision makers from the Virginia Department of Corrections Norfolk Probation & Parole, local Criminal Justice Services, the Juvenile Justice Court Services Unit, Courts (Circuit, General District and Juvenile & Domestic Relations), the Commonwealth Attorney’s Office, the Public Defender’s Office, Norfolk Sheriff’s Office, Norfolk Police Department, Human Services, the Community Services Board, Magistrate’s Office and the YWCA were recruited. Together, a charter and mission statement were drafted, the existing criminal justice system mapped in detail and change targets identified. Workgroups focused on the impact of court ordered monetary obligations on driver’s license suspensions, behavioral interventions, assessments, and training and public education. Except for a brief period related to COVID-19 responses, the Team has met monthly since implementation with many systemic improvements.
